They're giving us entire apartments. Whether it ends up being the case or not they're clearly hoping we're going to be here for a good while.
[Even in the Academy they'd had rooms, not full apartments. It seems, to him, that they're not expecting to be sending any of them home for the better part of a year at the least.]
I imagine they're not going to be too concerned with how any of that might happen until we've... done whatever it is they want us to do.
